Alliant II

The GSA is developing its next generation Alliant II and Alliant SB 2 Government-wide Acquisition Contract (GWAC) vehicles for comprehensive information technology (IT) solutions through customizable hardware, software, and services solutions purchased as a total package.

Similarly to Alliant and Alliant Small Business, these next-generation GWACs will include:

  • Highly qualified pool of industry partners
  • Robust scope aligned with the Federal Enterprise Architecture (FEA) and Department of
  • Access to a full range of comprehensive IT services and IT services-based solutions
  • Flexibility as emerging technologies and the definition of information technology evolve
  • Ancillary support (non-IT) permitted when it is integral to and necessary for the IT services-
  • On-ramp and off-ramp provisions insuring retention of a highly qualified pool of contractors
  • A full spectrum of contract types, including cost reimbursement
  • Worldwide coverage
  • Complimentary scope-compatibility reviews
  • Acquisition Templates
  • Sample Statements of Work (SOWs)

Month(s) - Activities / Target Procurement Milestones:

  • January-February 2015: Continue to develop Draft Alliant 2 and Alliant 2 Small Business
    Solicitations and Contracts.
  • January-February 2015: Accept, review and consider questions and comments via the alliant2@gsa.gov mailbox and the Alliant 2 / Alliant 2 Small Business Interact Community Website.
  • January-February 2015: GSA continues to conduct industry market research and agency customer research.
  • March 2015: Post the first draft Request for Proposal (RFP) to FEDBIZOPPS (FBO).
  • March 2015: Begin registration for contractor face-to-face, one-on-one, 30 minute meetings to be held in April in Kansas City (for Alliant 2 Small Business) and in San Diego (for Alliant 2).
  • April 2015: Conduct contractor face-to-face, one-on-one, 30 minute meetings.
  • May – August 2015: Further continue to develop updated Draft Solicitation and Contract.
  • May – August 2015: Post the second draft RFP to FBO, if Alliant 2 & Alliant 2 Small Business PCOs deem in best interest of Government.
  • July – September 2015: Pre-Solicitation Conference in D.C. will be considered if beneficial to industry and feasible for GSA.
  • October – November 2015: Post Final RFP to FBO.
