OASIS+ Proposal Support

GSA plans to release Phase II of OASIS+ on or around January 12, 2026, and keep it continuously open for proposal submissions like the Multiple Award Schedule (MAS) Program. OASIS+ is a Best in Class (BIC) contract program, managed by GSA for professional services acquisitions across the federal government. The Trump Administration has directed agencies to use BICs more including OASIS+, so this is a big deal for professional services companies.

Why OASIS+?

OASIS+ is the largest governmentwide, multi-agency contract program that provides professional services via six indefinite delivery, indefinite quantity, or IDIQ, contracts. OASIS+ is a continuation of the legacy OASIS contract vehicle, which totaled over $35 billion.

OASIS+ is expected to have a larger ceiling that its legacy, and grow significantly over the next year with Phase II. We anticipate the vehicle to grow at least 10% in FY2026. We strongly recommend professional services companies consider the OASIS+ vehicle—and now is the time to prepare.

Here’s what to know about OASIS+ Phase II:

Scope of OASIS+ Phase II

OASIS+ is made up of 6 separate IDIQ contracts, which are designated by their small-business set-aside programs.

The 6 IDIQ contracts represented are:

    • Total Small Business (SB)
    • Small Business Administration (SBA) – Certified 8(a) Small Business (8a)
    • SBA-Certified HUBZone Small Business (HZ)
    • SBA-Certified Service-Disabled Veteran-Owned Small Business (SDVOSB)
    • SBA-Certified Women-Owned Small Business (WOSB)
    • Unrestricted (UR)

Each IDIQ contract is applicable to the 13 domains, which include 5 NEW domains.

The 13 domains that define the scope of professional services awarded across the 6 contracts are:

      1. Technical and Engineering
      2. Research and Development
      3. Management and Advisory
      4. Environmental
      5. Intelligence Services
      6. Enterprise Solutions
      7. Facilities Services
      8. Logistics
      9. Business Administration (New!)
      10. Financial Services (New!)
      11. Human Capital (New!)
      12. Marketing and Public Relations (New!)
      13. Social Services (New!)

Each domain contains functional groupings that are organized by NAICS Codes, just like GSA MAS and other IDIQ vehicles. However, the Labor Categories under OASIS+ are aligned to OMB’s Standard Occupational Classification Manual (2018). Pricing is competed at the task order level amongst awardees in each domain. 

OASIS+ contracts include services that are primarily noncommercial, which is a major distinction between this IDIQ and MAS. However, there is an allowance for commercial services task orders. OASIS+ allows for both classified and unclassified requirements, both within and outside of the continental US. Companies can submit proposals for multiple solicitations (more than one small business type, and multiple domains. Pricing is competed at the task order level amongst awardees in each domain.

Timeline for OASIS+

OASIS+ published a pre-amendment notice on SAM.gov with a draft scorecard for all domains on December 18, 2025.

All 6 contract solicitations will re-open for proposal submission – On or about January 12, 2026. 

Continuous proposal submission will be allowed after the solicitations are re-opened, as well as rolling awards.
