Are you ready for the Army’s $25 Billion Information Technology MAC?

The Army’s upcoming Information Technology Enterprise Solutions-3 Services (ITES-3S) multiple-award contract (MAC) Draft Request for Proposal (DRFP), a program with a ceiling of $25 billion in information technology (IT) services business opportunities has been released! To see the FBO notice click here. ITES-3S will replace the current 16 prime contractor awards ITES-2S. The ITES-2S was awarded in 2006 and is set to expire in fiscal 2017. The contract had a ceiling of $20 billion and has been one of the largest MACs in the federal government for the past several years. The ITES-3S will run from FY 2016 – FY 2024. The Army’s ITES-3S scope includes a full range of services and solutions essential to support the Army’s enterprise infrastructure and infostructure goals with Information Technology (IT) services worldwide.

ITES-3S is an indefinite delivery/indefinite quantity (IDIQ) vehicle that will provide a variety of technology services. Indefinite delivery, indefinite quantity contracts provide for an indefinite quantity of services for a fixed time. Like its precursor the ITES-2S, ITES-3S will be managed by the Army’s Computer Hardware, Enterprise Software and Solutions (CHESS) program. It is also the Army’s primary source of IT-related services worldwide.

ITES-3S MAC will look to offer multiple IT solutions. Some would include:

  • Cybersecurity services;
  • Information systems security;
  • Information assurance;
  • IT services;
  • Business process re-engineering;
  • Enterprise design,

  • Integration and consolidation;
  • Network/systems operation and maintenance;
  • Telecommunications/systems operation and maintenance;
  • IT supply chain management; and
  • IT education and training.

The ITES-3S is expected to offer various task-order types, including firm-fixed-price, cost-type, and time-and-materials.

Some of the largest task orders on ITES-2S by total obligations have involved IT services for:

  • The $781 million Army’s Global Combat Support System,
  • The $355 million Human Resources Command, and
  • The $218 million BRAC 133 Project at Mark Center.

More than 1,000 task orders have been awarded on ITES-2S. Hundreds are set to expire during the next few years, worth billions. The contracting agency may re-compete these opportunities on ITES-3S. Between FY10 – FY14, over $8.2 billion in contracts have been awarded under the current ITES-2S MAC. The five bureau’s to procure, between FY10 – FY14, of the ITES-2S MAC are listed in the table below.
