The HITSS program was released in 2006 by the Department of State (DoS). The program was designed for facilities in the United States (CONUS) and abroad (OCONUS) to purchase general IT Services from small businesses. With a focus aimed to maximize small subcontracting goals, the Department of State has limited HITTSS II as a set aside for small businesses with a potential contract value of up to $700 million.

Twenty contractors were awarded a contract for HITSS in 2007. Almost none current contract holders can bid for the replacement as they have simply grown too large to qualify clearing the path for new vendors.

DOS requires information technology support services for its operating systems, and hardware and software applications. The Departments mission of foreign policy, national security and consular affairs requires sound management of information resources in the United States (CONUS) and abroad (OCONUS). DOS’s current information technology consists of radios, telephones, specialized telecommunications terminals, relay facilities, leased circuits, minicomputers, network servers, personal computers, microfiche and CD-ROM document archives, smart phones and other mobile devices. 

The new HITTSS II contract will keep the original two tracks, but has added a third track focusing on the telecommunications aspect of the contract.  Track 3 will have a thirty lag behind tracks 1 and 2.

The telecommunications will focus on (NAICS Code 517110):
  • Broadband Internet service providers, wired (e.g. cable, DSL)
  • Local telephone carriers, wired
  • Cable television distribution services
  • Long-distance telephone carriers, wired
  • Closed circuit television (CCTV) services
  • VoIP service providers, using own operated wired telecommunications infrastructure
  • Direct-to-home satellite system (DTH) services
  • Telecommunications carriers, wired
  • Satellite television distribution systems
  • Multichannel multipoint distribution services (MMDS)
Companies looking to prime the HITTSS II contract will need to be able to meet all five qualifications listed below on their own, but will be able to use team members past performance for the proposal response.
HITTSS Qualifications:
  • Small and/or Small Disadvantaged Business Status Certification
  • GSA Schedule 70 Contract: current contract-holder
  • Security Requirements: Top Secret Facility, Secret Personnel
  • 508 Compliance & Corporate Experience In 508 Testing
  • Adequacy of Corporate Financial Infrastructure
