Our government proposal support professionals can fill one or more roles listed below, depending on each engagement.

Proposal Manager

The Proposal Manager manages the proposal. The Proposal Manager is responsible for all aspects of proposal development, providing the necessary leadership and guidance to ensure that the proposal product is fully responsive to the acquisition requirements, and that it is prepared in a way that communicates a winning solution with clear client discriminators.

Volume Manager

On larger proposals, Volume Managers are usually required to control the development of the various volumes. A Volume Manager reports to the Proposal Manager (PM) and performs a role similar to the PM, except that their focus is on a single volume. Examples of the different volumes or pieces that may require a Volume Manager are Pricing, Technical, Business and Management, Staffing, Risk, Logistics, QA, Security, and Subcontracting.

Color Team Reviewer

A color team reviewer reviews the proposal at various stages of completion, providing comment aimed at correcting errors, strengthening the proposal offering, and making the proposal more persuasive. Ideally, the reviewer cannot have had previous exposure to the proposal, as this would potentially lead to the review being biased and unable to have a fresh and objective view of the material.

Desktop Publisher

The desktop publisher focuses on the aesthetics and organization of the proposal document, ensuring that the proposal format conforms to solicitation requirements. The desktop publisher formats digital input, sizes figures, establishes headers and footers, generates tables of contents and lists of illustrations, etc., ensuring the proposal conforms to solicitation content requirements.

Proposal Writers

Proposal writers write various proposal sections. Using information from subject matter experts, they are able to write for any volume of the proposal such as the management, technical, and past performance volumes.

Bid Strategist

Bid strategists provide feedback and guidance on bid/no bid decisions. Once a decision to bid has been made, they work to develop win themes for the proposal team to use throughout the proposal.

Graphic Designer

A graphic designer develops visual graphics for the proposal. This includes developing flow charts, illustrations, building plans, etc., based on the needs of the proposal.

Editor

The Editor is responsible for providing edits to proposal sections, addressing clarity, consistency, style, and sales messages. They also ensures that the proposal format is consistent with the solicitation requirements.
